Mladen Šarčević

Founder & CEO

He participated in the establishment of many public schools. He is the founder of several private schools, both in Serbia and in the Balkans. Šarčević is the founder of the “Ruđer Bošković” educational system.

Biography

He graduated from the Faculty of Science and Mathematics at the University of Belgrade – Department of Geography. During his education, he achieves excellent results and acquires the right to accelerated studies. Graduated at the age of 22. As a scholarship holder, postgraduate studies, Department of Environmental Protection, completed at the Center for Multidisciplinary Studies of the University of Belgrade.

Mladen Šarčević professional involvement so far is related to the field of education. His main commitment is to work on the development of the quality and efficiency of the educational process. He worked as a teacher in the Home of Students of the Secondary Railway School in Belgrade and as a Geography professor in several Belgrade schools. Working as a professor, he achieved notable successes, for which he received several recognitions from numerous social organizations of the time, such as the Council of Technology and Science. At the beginning of his career, at the age of 33, he became the director of the “Nikola Tesla” elementary school in Belgrade and manages the professional assets of school directors. For the needs of the state, he participated in the founding of the “Branko Ćopić” Elementary School and the XV Belgrade High School.

He initiated the opening of several private schools, both in Serbia and in the region (the first private high school and the first private institution in Montenegro). In 2003, he organized and as director started the work of the “Ruđer Bošković” General High School in Belgrade. Two years later, in 2005, he founded the elementary school of the same name as the first private elementary school in the country, which created a unique system of pre-university education. As the director of the Gymnasium, and then as the general manager of the “Ruđer Bošković” Education System, he was involved in the introduction and establishment of high standards in primary and secondary education.

He is the founder (with a group of like-minded people) of the Republic and Regional Talent Center. He was an advisor to the German school in Belgrade, the Serbian minority school in Budapest and South Africa (with Zimbabwe). Following contemporary trends in education in the world, he established cooperation with institutions whose mission is to develop high-quality international education, as leaders in that field: IBO (International Baccalaureate Organization) and Cambridge International Examinations. By supporting and implementing the IB program (Primary Years Programme, Middle Years Programme, IB Diploma Programme, as well as Cambridge Primary, Secondary 1 and IGCSE), Mladen Šarčević introduced the most respected international educational programs into the educational system of Serbia. He organized and supported projects that connect schools and students within the Republic of Serbia, the region and Europe.

The representative for the composition of the new government, Aleksandar Vučić, proposed him for the position of Minister of Education, Science and Technological Development in 2016. He remained in the same position even after the reconstruction of the Government in 2017, when the former Prime Minister Aleksandar Vučić took over the position of President of the State. After serving as the Minister of Education, Science and Technological Development, from November 2020 to November 2022, he is serving as a special advisor to the President of the Republic and the Prime Minister of the Republic for education and science reforms. The official gazette was appointed to the position of director of JP Službeni Glasnik on January 20, 2023.
